THE PRESIDENT-IN-POWER OF THE NATIONAL INSTITUTE OF METROLOGY, QUALITY AND TECHNOLOGY INMETRO, as designated by the Minister of the State Development, Industry and Foreign Trade, by an Ordinance published in the Official Gazette of 17 June 2011, and in compliance with Article 20 - Decree nr. 6.275 - 28 November 2007, in use of his powers, as granted in 3 of Article 4 of Law nr. 5.966 - 11 December 1973, subsections I and IV of Article 3 of Law N 9.933 - 20 December 1999, and subsection V of Article 18 of the Regimental Structure of the Autarchy approved by Decree N 6.275/2007. Whereas line f of subitem 4.2 of the Term of Reference of the Brazilian System of Conity Assessment, approved by Conmetro Resolution nr. 04 - 02 December 2002, which assigns Inmetro competence to create the directives and criteria for the activity of assessing conities. Whereas the importance of Equipment for Water Consumption traded in the country presenting the minimum requirements of safety, perance and energy efficiency, resolves to issue the following provisions Article 1 Approves the Technical Quality Regulation for Equipment for Water Consumption, made available on website www.inmetro.gov.br or on the address below Instituto Nacional de Metrologia, Qualidade e Tecnologia Inmetro Diviso de Regulamentao Tcnica e Programas de Avaliao da Conidade Dipac Rua da Estrela n. 67 - 2 andar Rio Comprido CEP 20.251-900 Rio de Janeiro RJ Art. 2 Assure that the Public Consultation that gave origin to the regulation herein approved was disclosed by Inmetro Ordinance nr 293, 11 June 2013, published in the Official Gazette of 12 June 2013, Section 01, Page 90. Art. 3 Assure that the obligation of compliance with the technical requirements specified in the technical regulation will be approved now established through Quality of specific Ordinance for approval of conity assessment requirements for Water Consumption Equipment. Art. 4 This Ordinance shall become effective on the date of its publication in the Official Gazette. OSCAR ACSELRAD ANNEX TO INMETRO ORDINANCE N 394/2014 1 QUALITY TECHNICAL REGULATION FOR WATER CONSUMPTION EQUIPMENT 1. OBJECTIVE Establish requirements that must be met by equipment for water consumption, hereinafter simply named Appliances, with focus on safety, health, perance and energy efficiency, aiming at the prevention of accidents for protection against electrical risks, health, satisfaction of users as to the temperature and volume of water supplied and electrical energy consumption reduction. 1.1. Scope of Application 1.1.1. These requirements apply to Equipment for Human Water Consumption of the following types a Electric equipment with water cooling and without water quality improvement; b Electrical equipment without water cooling and with improvement of water quality; c Electrical equipment with water cooling and with improvement of water quality; d All non-electrical equipment that has the feature of improving the quality of water intended for human consumption. Note Products that operate with electric current over 20 Amps or voltage above 250 volts shall not be assessed for aspects of security and energy efficiency. 1.1.2. Excluded from these Requirements are the following items a. Equipment that provides water without refrigeration and without pering the improvement of water quality. b. Filtering elements or devices for improvement of water quality, replacement e.g. the purifiers UV type elements and ionizers, ceramic candles and candles of activated carbon; c. Products that propose the improvement of water quality by suction process ex. squeeze type bottles, straws, etc.; d. Products designed for treatment of non-drinkable water; e. Equipment designed for ice production. f. Refrigerators provided with a container for water supply. DEFINITIONS For the purposes of this RTQ the definitions provided in the additional documents mentioned in Chapter 3 are adopted added by the following 4.1 Column Appliance Every device with cabinet supported directly on the floor. ANNEX TO INMETRO ORDINANCE N 394/2014 3 4.2 Table and/or Suspended Appliance All appliance supported or secured to a support not supported directly on the floor. 4.3 Compartment Type Appliance Device that in addition to the primary function of cooling and provide drinking water; includes a refrigeration compartment with or without provision for the manufacture of ice. 4.4 Demijohn-type Appliance / Gravity Device that uses a demijohn or compartment for storage of water to be cooled and not linked to the hydraulic network; uses a tap or similar means for filling glasses, cups or other containers, and can include or not, a container for the storage of unused water spilled. 4.5 Remote-type Appliance Device that has the primary function of cooling drinking water for subsequent driving the usage points located remotely. Such devices installed in the distance are considered an integral part of the appliance. 4.6 Appliances by Point of Use POU Device connected directly to the end of the pipe, installed in the place of consumption. 4.7 Appliances by Point of Entry POE Appliance installed between the bridge and the beginning of the distribution. 4.8 Appliance by Cup-Type Pressure Device connected to the hydraulic network, which has a compartment for storage of water to be cooled and that uses a tap or other mechanisms/convenient means for filling glasses, cups or other container. 4.9 Appliances by Jet-Type Pressure Device connected to the hydraulic network, which has a compartment for storage of water to be cooled and that uses a valve to control the flow of water designed like a jet through a nozzle/nozzle, so that it can be consumed without the use of glasses, cups or other containers. 4.10 Appliances by Gravity Devices in which the water flows inside under action of gravity. Some devices by gravity can be connected to the hydraulic network. 4.11 Appliances by Pressure Devices in which the water flows inside the action of the water pressure of the hydraulic network installation site. 4.12 Suction Appliances Unit in which the water flows under the suction action of the user. e.g. squeeze type bottles, straws; 4.13 Water dispenser Appliances with self-contained electric system to supply drinking water for use in external or internal environment, accessible by the consumer at the point of use. ANNEX TO INMETRO ORDINANCE N 394/2014 4 4.14 Refrigeration capacity The amount of chilled water through the appliance as test L/h. 4.15 Water removal cycle Period between the start of two consecutive water withdrawals, declared by the manufacturer. 4.16 Power Consumption The amount of electrical energy consumed for the refrigeration capacity stated by the manufacturer, as energy efficiency test kWh. 4.17 Energy consumption to Maintain Temperature Tthe amount of electrical energy consumed by the monthly appliance, to maintain the Temperature of the water, provided that no water withdrawal kWh/month. 4.18 Improvement device Components or parts of the appliance that work on improving the quality of the water and that after their useful life can be replaced by spare elements of same characteristics to restore the perance capabilities of the device. 4.19 Energy Efficiency The ratio of the energy consumption and cooling capacity of the device expressed in kW/L, according to the essay. 4.20. Flammable Refrigerant Refrigerant with a flammability rating of the Group 2 or 3, in accordance with ISO 5149. Note For soft drinks blend with more than one classification of flammability, the worst-case rating must be considered for the purposes of this RTQ. 4.21. Start-up Time Time declared by the manufacturer in the instruction manual for the device to start the supply of cold water, expressed in minutes. 4.22. Cup-type faucet A nozzle, nozzle or splash through which drinking water can be controlled by a valve and provided in the of a stream or Jet designed, which can be consumed with the use of glasses, cups or the like. 4.23. Jet-type faucet A nozzle, nib or splash through which drinking water can be controlled by a valve and provided in the of a stream or projected jet that can be consumed without the use of glasses, cups or the like. ANNEX TO INMETRO ORDINANCE N 394/2014 5 5. TECHNICAL REQUIREMENTS FOR WATER CONSUMPTION EQUIPMENT 5.1. General Requirements 5.1.1. Installation Classification 5.1.1.1 The appliances shall be classified as to their installation at the Use Site or Entry Site a Use Site POU By pressure; By gravity. b Entry site POE. 5.1.2. Marking and instructions 5.1.2.1 The appliance shall contain attention warnings, in the Portuguese language, properly atted, readily legible and durable thus minimizing likely consequences from predictable hazards relative to the use of the product, according to Annex A. 5.1.2.2 The appliances shall be followed by installation, maintenance and use instructions, according to Annex A. 5.1.3. Materials 5.1.3.1 The materials in contact with water shall be atoxic, that is, both the manufacturing of the devices such as materials the entire set may not add to the extractable water or contaminants exceeding the maximum values allowed, according to item 5 of ANNEX C. 5.1.3.1.1 For appliances that do not intend to improve the quality of the water, not applicable to extractable test. 5.1.4. Appliance components The apparatus shall consist of device s for improvement when dealing with device for improvement of water quality, and all items needed for its installation and operation. Conity assessment shall be carried out according to the requirements set out in ANNEX C. 5.1.5. Surface finish The external and internal sides of appliances may present sharp edges or irregular, sharp edges exposed screws, bolts or other fasteners, which can cause hazard to the user, in normal use, i.e., the entire operation provided for in the instructions that can be pered by the user. Conity assessment shall be carried out according to the requirements set out in ANNEX A. 5.1.6. Structural characteristics The appliance must not exhibit any leaks, it must remain sealed and maintain its structural integrity under normal conditions of use, i.e., the entire operation provided for in the instructions that can be pered by the user. Safety requirements for electric appliances All appliances that use electric power on their operation must be uated according to the General Safety Requirements for Electric Appliances defined in Annex B. 5.3. Water quality improvement requirements All equipment for water consumption that are intended to improve the quality of water intended for human consumption must be assessed according to the requirements set out in ANNEX C. 5.3.1. Classification of appliances and devices as to water quality improvement perance The proposed devices to improve the quality of the water shall be classified in accordance with one or more of the following objectives, as specified by the manufacturer a Particle retention efficiency; b Free chlorine reduction efficiency; c Bacteriological efficiency; d Microbiological level control for point of use; e Extractibles. 5.3.1.1. When the device does not show any of the above features, this must be clearly shown on the packaging and instructions for use. 5.4. Energy Efficiency Requirements 5.4.1. All appliances that use electricity to promote water cooling should be uated with respect to the technical specifications declared by the manufacturer of the product, in particular, the capacity for the supply of cold water less than or equal to 10 C and energy efficiency and energy consumption without water withdrawal, defined in ANNEX D. 5.4.2. The nominal values of voltage and current of electric operation of the appliance, as well as the ability for the supply of cold water below 10.0 0.5 C in liters per hour shall be declared through the identification, through markup in the unit, in its packaging and instructions for use manual. 6. SHOWING COMPLIANCE 6.1. These RTQ requirements should be considered acceptance criteria for the tests, inspections and measurements, a
